Job Description

Full-Time Temporary

(This position to last not later than May 26, 2019)

 

 

 

Metro Vancouver’s Legal Services Department seeks a lawyer with 5 to 7 years of experience in corporate commercial, procurement, real property and construction law who is familiar with the local government context. This position is a full time temporary position for a one year period.

 

NATURE OF WORK:

Reporting to Corporate Counsel and working as part of a team with other lawyers and support staff, you will be responsible for providing legal advice and assistance to Metro Vancouver departments, including the Chief Administrator’s Office, Finance (Properties, Purchasing and Housing), Water, Liquid Waste, Solid Waste, Planning, Policy and Environment and Corporate Services (Board Services, IT, Emergency Management and Regulatory).

 

 

 

DUTIES:

Drafts, reviews and provides legal advice on a variety of transactional documents, agreements and issues including tenders, RFPs and other corporate, commercial, real property and construction agreements and correspondence.

 

Represents Metro Vancouver and provides advice to Metro Vancouver departments in negotiations, and other dealings with third parties, including corporations, other levels of government and First Nations. Works to ensure Metro Vancouver satisfies its legislative obligations, reduces its exposure to risk, and enters into commercial terms that optimize the corporation’s objectives in its dealings with other entities.

 

Provides objective opinions, options and alternatives that are clear and responsive to clients’ issues and needs.

 

Assists decision-making by providing comprehensive risk assessments and liability advice. Develops and reviews appropriate risk assessments and policies to address compliance with laws and regulations. Provides drafting advice for strategic plans, amendments and implementation matters and attends internal workshops in the early stages of a project to offer legal perspective.

 

Acts as a corporate resource on applicable legislation including the Local Government Act, Greater Vancouver Sewerage and Drainage Act, Greater Vancouver Water District Act, Community Charter, Freedom of Information and Protection of Privacy Act and federal and provincial legislation applicable to solid waste, sewerage and drainage, water, and other regulatory services.

 

Performs other related duties as required.

 

 

 

REQUIREMENTS:

Bachelor of law degree or equivalent degree. Practising member of the Law Society of British Columbia with 5 to 7 years of recent and relevant experience.

 

Ability to handle a diverse range of issues and responsibilities in an accomplished, timely, and professional manner, and the ability to establish clear expectations and provide effective guidance in adversarial situations.

 

Well-developed organizational, interpersonal and communication skills, and the ability to build and maintain effective working relationships with internal and external contacts under circumstances that may be highly politicized and sensitive.

 

Ability to work under broad direction without formal guidelines or precedent and use significant independent judgment to provide advice to clients on issues of major consequence for the organization. Ability to analyze and interpret complex issues where considerable variation in interpretation is possible.

 

Sound knowledge of and ability to interpret and provide reliable and consistent advice on relevant and applicable legislation including the Local Government Act, Greater Vancouver Sewerage and Drainage Act, Greater Vancouver Water District Act, Community Charter, Freedom of Information and Protection of Privacy Act, Environmental Management Act and federal and provincial legislation applicable to solid waste, sewerage and drainage, water, and other regulatory services.

 

The preferred candidate will have experience with corporate commercial, procurement, real property and construction law. In-house legal counsel experience, particularly in the local government/regional district context is considered an asset.
