The General Counsel will be responsible for managing all legal affairs of the City. Leading a team of solicitors, the General Counsel is responsible for providing accessible and expert legal advice and assistance to Common Council, and the civic administration respecting the legal dimension of any matter of relevance to the municipality. These services are instrumental in assisting in the achievement of Council and corporate priorities and in identifying and addressing legal, business, reputational and financial risk for the corporation of The City of Saint John. Key Responsibilities: The General Counsel will provide oral and written legal advice and opinions to Common Council and officers of the City with respect to the exercising of their authority and the discharging of the responsibility, including: Providing legal guidance and interpretation on the nature and extent of the power and authority conferred upon the municipality, including advising all impacted stakeholders on changes and updates of laws and regulations. Key Responsibilities: The General Counsel will provide oral and written legal advice and opinions to Common Council and officers of the City with respect to the exercising of their authority and the discharging of the responsibility, including: Providing legal guidance and interpretation on the nature and extent of the power and authority conferred upon the municipality, including advising all impacted stakeholders on changes and updates of laws and regulations. Negotiating, reviewing, drafting and advising legal approval on contracts, by-laws, documents within each department of the City. Develop and implement legal strategy that supports the delivery of corporate priorities. The enforcement of City by-laws and the advancing of the City’s contractual and common law rights. As required, the General Counsel will represent the City, its officers and applicable committees and boards before the courts and other adjudicative bodies, including: Litigation before the courts and proceedings before administrative tribunals or arbitrators, including the initiation, prosecution and resolution of such proceedings. Coordinate and advise on labour and employment matters such as policy, contracts, grievances and disputes. Providing the required legal support services necessary to implement the decisions taken by Council and by officers of the municipality. Research and evaluate various legal risk factors and potential liability regarding business decisions and operations. General Counsel will lead a team of approximately five individuals and ensure that they possess the requisite skills and knowledge to effectively discharge their responsibilities. By a process of coaching and mentoring, General Counsel will also ensure that members of the team continuously develop their skill and knowledge base, all in an environment which provides appropriate professional challenges and opportunities. You will also: Set and align team member’s goals in support of the legal strategy and corporate priorities. Encourage innovation and continuous improvement through policy, guidance and leadership. Essential Qualifications: As the successful candidate: You have a minimum of 7 years’ experience providing corporately significant legal advice and representation within a multi-faceted organization. The successful candidate will have a law degree and has membership in or eligibility for membership to the New Brunswick Law Society and the Canadian Bar Association. Your knowledge is diverse and covers relevant areas of law relating to municipal government, including administrative law, land use regulations law, contracts, statutory interpretation, real property and procurement and corporate law and governances. Considerable experience providing legal representation before the courts and administrative tribunals. Your strong attention to detail and excellent communication skills allows you to analyze complex legal issues and translate legal concepts effectively. You have comprehensive knowledge of applicable legislation relating to relevant federal and provincial legislation. You understand tactical business fundamentals, risk/benefit analysis and incorporates them into decision-making or advice provided. Applications will be accepted through our online system only.
